I recently unboxed this C4385 from an unknown time in basement storage. Upon plugging it in, nothing happened. I've tried everything on the help site and your booklets. By experimenting with different outlets I found that about 25% of the time the printer is initially plugged in, every light (control panel, scanner bar, LED display) flashes and promptly goes out. I assume this is a power supply issue, but I am unsure whether or not I need a new power cord/AC adaptor (I don't have another test cable) or a new printer.
Other info that might be relevant: Initial packaging was still intact (clear adhesive screen protectors included), yet the ink cartridge compartment is filthy with coagulated black ink and the white front input tray panel is yellowed as though from long-term sun exposure.

@cboe2003, Welcome to HP Support Community,
Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue
Check Power Outlet
Try multiple wall outlets directly (avoid power strips or surge protectors).
Confirm the outlet works with another device (e.g., a lamp or phone charger).
Inspect Power Adapter
Frayed wires
Loose barrel connector
Unusual heat or smell
Confirm the adapter reads Output: 32V 375mA (typically HP Part 0957-2269).
If available, test with a compatible, known-good adapter.
Reset Power
Unplug the power adapter from both the printer and the wall.
Wait 60 seconds.
Press and hold the power button on the printer for 15 seconds (discharges residual power).
Reconnect power and try turning it on.
Check for Signs of Life
Upon plugging in, observe:
Any blinking lights
Movement in the scanner bar
Display activity
If lights flash once and then go out, power is reaching the board but not sustaining.
Remove Ink Cartridges
Open the cartridge door and carefully remove both cartridges.
Check for:
Ink spillage
Corroded contacts
Clean cartridge contacts with a lint-free cloth and distilled water.
Try powering on without cartridges installed.
Check for Internal Obstructions
Open all accessible doors.
Look for paper jams or dried ink buildup.
Gently clean visible internal areas with a dry cloth or compressed air.
Disconnect All Other Cables
Remove USB cable, memory cards, or any connected devices.
Power on with only the power cable connected.
I hope this helps.
