@Bmcke48432, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand your HP OfficeJet 9120e printer is stuck on the "Return to Setup Website" screen and is currently nonfunctional. This usually means the printer setup wasn't completed successfully through the HP Smart app.

Let’s walk through the steps to resolve this:

Reset the Printer

This will help clear any incomplete setup state.

  1. Turn off the printer.
  2. Unplug the power cord from the back of the printer.
  3. Press and hold the Power button for 15 seconds (while unplugged).
  4. Plug the power cord back in and turn the printer ON.
  5. On the printer screen, go to:
    • Settings > Network Setup > Restore Network Settings

This will reset the Wi-Fi settings and allow the printer to be detected again.

Uninstall and Reinstall HP Smart

Let’s make sure the HP Smart app is cleanly reinstalled.

  1. On your PC, go to Settings > Apps > Installed Apps.
  2. Find HP Smart, click the three dots, and select Uninstall.
  3. Press Windows + R, type %appdata%, and press Enter.
  4. Delete any folder named HP (if present).
  5. Open the Microsoft Store, search for HP Smart, and reinstall it: HP Smart

Reconnect the Printer via HP Smart

  1. Open the HP Smart app.
  2. Make sure your PC and printer are on the same Wi-Fi network.
  3. Click “Set up a new printer” and follow the on-screen instructions.
  4. If prompted, scan the QR code on the printer screen or enter the setup code

I hope this helps.

Take care and have a good day.
