Product: HP ENVY 4520 All-in-One Printer

My ASUS Chromebook has worked well with my HP ENVY 4520 printer ever since purchased 2-3 years ago. Power went out briefly (about an hour) several weeks ago, the "connection" between the Chromebook and printer was lost, and I can't get it reconnected. That loss also disconnected communication between my printer and my InstantInk account, so had to call them to get more ink; they said I'd only printed ~40 pages, and I had printed over 150. I found instructions that said use HP Smart (which won't download onto Chromebook) on my phone to connect the printer. It is already connected, is connected to my phone and my windows laptop, and it receives/prints jobs immediately from both of them. I also use the Chromebook, have long printed from it, and am trying to reconnect printer and Chromebook.  At present, when a job is sent from Chromebook, there is no response from printer at all.
