If you disconnect your session can you open your super-administrator session??

Hi Fanordi,
I think our posts got out of sequence.
So, here's what I have done:
Run CMD as administrator
Type "Net user administrator /active:yes"
Close CMD box
Restart PC
Log on using new 'Administrator' account - setup and confirm password
Windows opens as if for new user
Right click 'Start' > select Apps and Features
Scroll to HP Officejet 4650 series Basic Device Software and click Uninstall
The uninstall wizard starts - runs for longer than it did before and the list entry disappears but then displays the message about the "call to the package must be member of Administrators group".
Click OK and the entry for the app appears back in the list of apps.
So it feels as though I have not made any progress despite having set up a separate Administrator account.
Have I missed something?

It is not normal.. I recommend you to enter "cmd" in your Windows search bar, and right clic in "command prompt" for execute in administrator. Enter this command and tell me result:
sfc /scannow

It is indicates you have problem with Windows files, so this can be very long but I recommend to you try to repair this using this command in cmd:
Dism /Online /Cleanup-Image /RestoreHealth

I have run the DISM command line with the following result:Will this have fixed
Will this have fixed the TOTAL issue of Windows crashing, or just the administrator issue?
Do I still need to uninstall and reinstall the printer?

If your printer works on your computer I recommend to you just disable the super-administrator account! Do you have tested to print?
