I MAY have solved the issue with my printer.   I deleted everything involved with the printer by going to the Control Panel then uninstall.  I also deleted the drivers in "run" (directions as listed in a previous post).  Since the "new" computer does not have a CD drive, I used the "old" computer that does, to copy the HP Envy 4520 CD to a USB drive.  I then went through the installation of the printer on the "new" computer using the USB stick to load the drivers.  When I checked the Printing Preferences then clicked on the Paper/Quality tab, the "color" option was there.  I printed a picture and a Word document as a test and both came out in color.   I'm hoping I won't have the non-color issue again.

Thanks @Me4250, I have found the disk and as I have a CD drive on my computer it was easier for me. I cleared everything down and managed to install the basic drivers from the disk and for the moment this is working 🙂

I don't have an original 4520 disk. I have finally found a solution for this problem. By searching for "4520 Color" I found the correct thread. To fix the driver for the 4520 to give a color / black and white, option you have to install the driver for a HP envy 7640 and then rename it to 4520. What an outfit HP is turning into!
