The message appears to be correct.
The printer software is not supported in Windows 11.
Windows 11 compatible HP printers
Open section HP LaserJet printers
Open the Software and drivers for HP LaserJet Pro 400 color Printer M451 series
Switch to Operating system: Windows > Version: Windows 11
Results list a selection of Universal Print Drivers that are available.
Universal drivers are not the same as the full solution software.
