I have created some labels - using mail merge in Word.
The word document is a table with one record in each cell, and the page layout matches the dimensions of the 'blank labels'
When printed using HP SMART Print, the output is resized, so that the labels are not correctly aligned.
I have checked the printer properties but can't get them to print correctly.
If I print directly to the printer, and switch 'borderless printing on' the output is correct
But this option is not available for A4 paper in the HP SMART PRINT APP
Is this a known bug? is there a solution?

Welcome to the HP Community Forum.
If you have not done so,
Install the Full Feature Software / full driver printer software
Full Feature Software - Web Pack Installation Package - Information and Download
HP OfficeJet Pro 8710 All-in-One Print and Scan Driver and Accessories
After the software is installed, Restart the computer and log in
Consider
Export your Word document to PDF
Print PDF in Adobe Reader DC
Open the PDF document in Adobe Reader DC
Click the Print icon
Open Properties
Set Shortcut to Everyday Printing or similar (Plain paper printing, single sided)
Select your Paper Size
Click OK to save change(s) and Exit the Properties menu
Main print menu
If printing at 100% or smaller, Page Sizing & Handling = Actual, Fit / Shrink to fit, percentage (wording varies)
OR
If printing “larger than 100%”, Page Sizing & Handling > Poster
Poster Printing - Notes
- If the file is smaller than the paper size and you need it larger, increase the Tile Size
- If the file is already larger than the paper size, it will be divided into Tiled sheets needed to print the file
- Enter an "overlap" and whether you want the "cut marks" included
When ready, click to Print

The simplest solution is to to ignore the HP SMART app and send the document to the printer, which prints labels without rescaling them.
The HP SMART app should be able to print any word document at it's 'true size' - and it it not obvious how to achieve this on a standard sheet of A4 paper - even when you select the A4 Paper size the HP SMART settings.

Sure - agreed.
I do not use HP Smart to print labels.
True - using HP Smart to manage the size / resize options is not obvious.
