I always had to turn of the VPN whenever I wanted to print to my HP Laser Jet Printer.  I tried finding the HP Smart App to no avail.  However using the tunneling route as described by the HP Tech, I found the exe application to exclude from the VPN and allow printing without turning off the VPN.  I added the file to the Split Tunneling  Excluded apps from VPN.  The app is found under Program Files > HPPrintScanDoctor > HPSUD-Win32.exe.  

I hope this helps anyone with this problem.
