Recently upgraded PC to Windows 10 and new hard drive. I can print from PC to my printer, but cannot get the printer interface software to install correctly. I keep getting the message, do you want to allow this app to make changes. I've run the install several times. It is connected wirelessly. I can scan from printer using the printer itself, but cannot open the software on the pc.

I reviewed your post and I understand that you are facing issues installing the printer on the computer.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you root uninstall the printer and then reinstall it and check if it helps.
Here is how it is done.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Restart the PC
Add the printer using IP address -
1. Select “Start” and type “printers” in the search box.
2. Choose “Printers & scanners“.
3. Select “Add a printer or scanner“.
4. Wait for the “The printer that I want isn’t listed” option to appear, then select it.
5. Select “Add a printer using a TCP/IP address or hostname” , then select “Next“.
6. Select “TCP/IP Device” in the “Device type” list.
7. Type the hostname or the IP address of the printer. Select “Next“. To find the IP address of the printer, touch the Wi-Fi icon on the printer's control panel.
8. Windows should find the printer if the printer is on and configured correctly. You may have to specify more information. If prompted, Select the type of network adapter installed in the printer in the “Device Type” drop-down list. You can also click “Custom” to specify custom settings for the network printer. Select “Next“

At first I did not think this solved the problem, but in looking again, found a new icon in the start menu for HP Smart. This took me to where I need to be. The desktop icon though, continues to want me to reinstall the printer.

I have the exact same problem as outlined by the user above. I ran the Software Update that I received from HP. Now I have an icon, on both the desktop and from the start-up menu, that keeps asking me to install. The installation completes successfully every time. But when I tap the icon to use the device, it sends me to the device setup exe. (By the way, printing from the PC works fine.) Here's hoping I am successful with the steps listed above! I will try the steps you list above. If I am not successful, I will replace my HP computer and printer and never buy HP again.

UPDATE
So I followed all the steps above, and am back to square one:
--I now have two printers listed in my devices window. One Envy 5660 related to the IP address. The second simply says: "HP Envy 5660 Series (C932C1)"
--I now have NO desktop icon for any printer.
--The printer function from the PC works fine.
--The scanning function works only from the printer, one scanned page at a time. I have no scanner dialog box.
If there is something obvious that might give me my normal printer icon and dialogue box back, I would be happy to try. Thanks.

Completely delete the printer from your system and reinstall. I also do not have a printer icon on the desktop, but it is listed under programs as HP Smart. It gives all the functionality of the previous desktop icon. It took me awhile, but I did find it and it works.

DW422: Thank you SO much for your answer. It was exactly the answer that worked, and I am baffled as to why that simple bit of information was not included in the HP directions. I can't tell you how much time I have spent trying to fix this problem! What a relief--Thanks again!
