Thanks for the update. And it looks like a browser issue.
I have checked the settings in my chrome browser and there are no scroll options. However, you still have other options for print settings. Please find the screenshot below.
Also, Try restoring the browser to defaults and check if it helps.
On your computer, open Chrome.
At the top right, click More More and then Settings.
At the bottom, click Advanced.
Chromebook, Linux, and Mac: Under "Reset Settings," click Restore settings to their original defaults and then Reset Settings.
Windows: Under "Reset and cleanup,” click Reset Settings and then Reset Settings.

Thank for responding. I did the brower reset suggestion, and even rebooted my PC. Same problem. What you have on your screen shot, everything below "Pages per sheet" is missing from my print box. There used to be a scroll bar so those options could be used. I use scale quite often. I have discovered that you can choose scale options on the printer panel (HP OfficeJet Pro 8720), and then save the settings, but the settings won't save. I have to select the scale options everytime I want to change that, even if I just did it. Save doesn't save. But thank you for the suggestion.

Hi! @CTRA2000,
As the issue still persists after resetting the browser.
Have you tried Uninstalling and reinstalling the chrome?
- On your computer, close all Chrome windows and tabs.
- Click the Start menu Settings.
- Click System.
- On the left, click Apps and features.
- Find and click Google Chrome.
- Click uninstall.
- Confirm by clicking uninstall.
- To delete your profile information, like bookmarks and history, check "Also delete your browsing data."
Reinstall the chrome using this link. Click Here
