I'm going to close my other thread on the non-functioning cartridge, as that appears to have been solved.
However, I can't use Solution Center as it says my device installation has not been completed, of which I am not completely sure as the F2210 can both print and scan.
I still have the install executable for the printer and Solution Center combined, so should I just try to run that again, or obtain a different installer?
Solved! Go to Solution.

Welcome to HP Forums, this is a great place to get support, find answers and tips.
Thank you for posting your query, I'll be more than glad to help you out.
I understand that you are unable to use the HP Solution Center of your HP Deskjet F2210 All-in-One Printer.
Don't worry as I have a few steps that should help fix this issue.
This issue has occurred because the latest software does not come with HP Solution Center but is replaced with HP Printer Assistant
Hence, you need to uninstall and download and install the latest software from the links below:
1. Uninstalling the Printer Software (Windows)
2. Full Feature Software and Driver
You may also check the link: http://hp.care/2dHZbMn
Let me know how that works.
I hope you have a good day ahead.

HP recommends that a download assistant program be used to download the full-feature software and driver.
However, that program hung when I tried to use it.
And, it opens again if I try to click the link to download the driver from the page you provided.
I'm going to uninstall some other HP items that are listed in my programs and features, and try this again.

...and the re-installation went through smoothly, Solution Center* works as it should, and the F2210 is doing everything it's supposed to!
(For the record, I uninstalled a rather-large "HP Setup" entry in programs and features that dated from the system's original production date in 2011.)
Thanks, Rainbow23! 🙂
*Not to split hairs, but the "assistant" program for this particular unit did in fact have this name.
