I purchased ink cartridges from the HP Store on Amazon in the US HP 962XL. But, I bought my HP Office Jet Pro 9010 outside of the US. It uses HP 963xl. THe HP store says the 962 are compatible with all Office jet 9010 printers. I called HP tech support and they had me switch the region on the menu panel on the actual printer. That didn't work, it still says "incompatible cartridges." Please let me know how to reset region another way, not using the menu panel. Do I need a code? Thanks in advance!

Yes, we'll have to do a region reset.
To do a printer region reset you need to meet the following conditions:
1. The printer should be connected using a printer USB cable to the computer.
2. You need to have the printer full feature software installed on your computer.
3. You need to have all the cartridges either from the region from where the printer was purchased originally or the new region to which you want to reset it to.

I believe what you're saying is correct. I had HP Support remote in to my computer. The first representative said it's not possible, but I got a manager and he did it. I believe he did the steps you said. Took them around 2 hours to troubleshoot. Not sure why.
