Possible -- current version of the HP Smart iPad application supports manual Resize.
HP Smart - Mobile - Resize on iPad / iPadOS
Open HP Smart on your iPad
Select Scan and Import the image
When the image imports and opens,
Tap Transform or Tap on the Image
Select Resize & Move
Select Manual (resize)
Grasp the edges of the image and resize / move the image on the page
Done and continue > Save / Share or as available
Example - HP Smart - Mobile - Transform > Resize-Move
