Hi @Kortis_MFPM276

Welcome to the HP Support Community. I'd be happy to assist you

Due to the current global COVID-19 situation, we're seeing an influx of customers coming in for support. We appreciate your patience.

 Let's try and uninstall the printer software from the root level on your PC and install the full feature printer software.

--->In Windows, search for and open Programs and Features.

--->Select your HP printer.

--->Select Uninstall.

--->In Windows, search for and open Devices and Printers.

--->In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”

--->Open up the run command with the "Windows Key + R" key combo.

--->Type printui.exe /s and click OK.

--->Click on the Drivers tab.

--->Look for HP Printer driver. If you see it click on it and click remove at the bottom.

--->Select OK.

--->Select Apply and OK on the Print Server Properties windows.

--->Close Devices and Printers.

And then reinstall the printer full-featured drivers from software and drivers page

Hope this helps! Keep me posted.

Please click “Accept as Solution” if you feel my post solved your issue, it will help others find the solution.

Click the “Kudos, Thumbs Up" on the bottom right to say “Thanks” for helping!

Hi there I followed your instructions and got exactly the same result Return Code 1603.
If I use the driver incuded in W10 the oprinter works and if I download HP SCAN AND CAPTURE the scanner works its a workaround but with low performance

The system account doesn't have full control permissions on the folder you're trying to install Windows Installer package to, so the error comes because the Windows Installer service uses the System account to install the software.

Verify that the Windows Installer service is set to Automatic, to do this follow the steps below:

a. Click Start, type services.msc in the Start Search box, and then press ENTER.

If you are prompted for an administrator password or for confirmation, type the password, or click Continue.

b. In the Services list, double-click Windows Installer.

c. In the Windows Installer Properties dialog box, click Automatic in the Startup type list.

d. Click Start, click Apply, and then click OK.

e. Start the software installation.

Hope this helps! Keep me posted.

Hi there I followed your instructions 100% but no luck. Windows Installer Properties dialog box, "click to change to Automatic" is not a choice and yes Im running services.msc as Admin . I checked  for errors but no errors found. I think my  Win 10 P is a Mr Bean version. Im going to reinstall Win 10 from slightly older verson than the current one, I think it will do the trick!

That sounds good, please keep me posted!
