- Rollover Pages? Do they re-set monthly?

I am currently signed up for HP Instant Ink (100 pages/month) I have 300 "Roll-over Pages" but there is no information on how often this allotment resets. According to my last 23 invoices, I should have a total of 946 unused pages. Some months I printed zero. Others 246 (146 over my plan) yet, I am given less than 70 rollovers?? I've done the math and in almost 2 full years, I STILL HAVE NOT BEEN GIVEN 300 ROLLOVER PAGES, which means I pay per each print over 100/month. Where do I find the T&C's for this supposed feature?
Thanks in advance and sorry if it is obvious, I just don't see it anywhere.
