HP OfficeJet 3830 All-in-One Printer

I've been using an employer-supplied HP Elitebook and connecting at home to my own printer. I had the HP Smart app and the Print and Scan Doctor app installed, and never had a problem. I'm also an Instant Ink subscriber and have never had any problems with the HP software. Upon retirement I bought the notebook from my employer for my own use. Yesterday our IT people reconfigured it to remove me from the campus network. Then I had to download and install the HP Smart app again to run my printer, and I can print and scan, but something is screwed up. I'm trying to get the printer to recognize my computer so I can scan using the control on the printer, because it's six feet away from the computer. The printer screen tells me to "Open the HP printer software, select 'Scanner Actions,' and then select 'Manage Scan to Computer.'"

 

Which software is it referring to? I don't have anything printer-related on my computer that has a menu titled "Scanner Actions."

 

Also: My existing HP account won't allow me to add the computer, and I don't want to register a new HP account, which I am being asked to do automatically when I start the computer, since it thinks I am a new owner. I am also unable to download HP Print and Scan Doctor. The download link doesn't work. Help!
