I'm trying to install the Officejet 3830 on my windows 2016 datacenter install. I would have expected an "office"jet printer to be supported by windows server, but everything I've tried gives me the error that the software is unsupported. Is there any way to get this thing working, or do I need to find a real office printer scanner for my application?

Office not Enterprise. These products are designed for 1-2 users. They are not designed nor supported in Enterprise installations. Look for any product that is supported by UPD and you will be good to go, at least for printing.

Although not officially supported for the Officejet 3830 printer, you may try installing the driver on a Server OS using an MSIEXEC command as described within the 'Customize the installation' section below:
