This issue strangely happens on my iPad. My iPhone scans and prints with zero problems but on my iPad it forces me to create a new account or sign in whatever i want to do something with the printer. It is a deskjet 3835.

I see that you are facing connectivity issues with HP Printer on iPad.
I suggest you reinstall the driver and connect the printer to check if that fixes the issue.
You can follow the steps under this link to uninstall.
Furthermore, you can reinstall using HP Smart App from this link.
