Had the same frustrating issue with printing two 5x7 photos on one sheet. Read multiple solutions and did not see this solution.
Here is the easiest workaround if you don't won't to use another software for printing other than HP Smart.
1. Simply copy the photo and save as a different name, preferably in the same location.
2 In the HP Smart photo print picture selection dialog box, select the two or more pics in the same dialog box. Each additional pic needs it's own name and will show at the bottom selection box when you select it. You can do this by using control click or checking the selection box in windows 11... Hey not everyone is tech savvy.
When you go to the print setup dialog box in HP Smart select MULTIPLE and the PRINT SIZE. It worked for me. They showed up just as I wanted.
