I recently had to download a fresh version of Windows 10.
Previous to the install I had a shortcut that provided instant access to scan to PDF. Plus the shortcut directly to the 9020 directly to perform vaious tasks.
Although the printer is working a 100% I really miss this short cut which came with the initial installation. I cannot locate this initial software package anywehere.
Help please.

Not sure what you have now - this will help...
First, (re)install the full driver (Full Feature Software)
Optionally, install HP Smart
Both the full driver and HP Smart provide access to scan options...
and
Adobe Reader DC – Needed Whether You Use It or Not
If you have not done so,
Reinstall / Update your PDF Reader (Adobe Reader DC /Optional Foxit Reader)
HINT: Watch out for and UNCHECK unwanted extra software
NOTE: Adobe Reader DC software should be installed even if you do not normally open / view / print PDF files directly from the Adobe Reader DC software.

Try / Consider:
If you have not done so, download-save-install the Full Feature Software / Full Driver for the printer
If using USB cable between the printer and the computer, disconnect the cable.
HP Easy Start Printer Setup Software
- Download-and-Save the printer software (Full Feature Software / HP Smart / Easy Start)
- Right-Click on the downloaded package and "Run as Administrator" to start the installation
- Reminder: If using Easy Start, select the Full Driver
About 2/3 of the way through the setup, you will be given the opportunity to select the software - select the "Full" driver set (as opposed to the basic driver).
If using USB: Connect the cable when instructed to do so (near the last part of the driver installation)
After the software is installed, Restart the computer and log in.
Full driver provides print and scan functions (even if HP Smart proves to be stubborn).

NOTE: You mentioned you are perhaps using a USB cable between printer and computer. Presumably HP Smart will work with USB. I've never seen this and I cannot judge whether it actually works.
HP Smart is an application available in the Microsoft Store

Open the Software and Drivers Support Website for your printer > Check the Box Get the App

NOTES:
