Found this Post trying to resolve my issue. So today after upgrading from windows 8.1 64bit to windows 10 64bit, the HP Solution Center will NOT open, just a tone, ive re-installed but was ineffective. I have the HP OfficeJet 4500 all-in-one Printer G510n I believe it to be.

No solution to HP Solution Center yet, but a work around for Win10 users to go the app store. Search "HP all in one" and "Hp scan and capture". The latter does what it says and the former shows ink levels plus has icons at the bottom that will lead you other apps for other functions. 2ndThoughts

Same thing happened to me today. The problem is an update from Microsoft that was released on 12/29/15. Uninstall KB3132372. Apparently it has caused major problems with Adobe, Skye and HP. I uninstalled it just now and my HP Solution center opened just fine.

Thank you for your advice about KB3132372 - I uninstalled it and it's working fine now. What a couple of stressful hours trying to work out why. I uninstalled HP Solution Centre and re-installed etc.

I have found that the problem has re-occurred. The WIN10 update has re-installed automatically. I realise now that another post here advises on 'how to hide' updates and will proceed on that basis.
Meantime, I have been scanning using Windows 'Scan and Fax' which works produces JPEG files. However, I also want to scan in documents for OCR and that method does not work.
