I was using HP smart but I wanted more scan features. I read about getting Full Feature drivers. So I downloaded and installed driver HPEasyStart_12_9_8. It works but the Scan utility window is very small. About 2 inches wide. Almost can't see the fonts.
I already tried changing the laptop screen settings "Text & App scaling" . This does effect the scan utility window (makes it larger) but it messes up all other apps and program views, so that is not a solution. I tried holding the ctrl key and scrolling the mouse wheel to resize but this did not work on this app.
I still have the old HP Smart scan utility and that still looks OK, normal size. Just not many features. The main laptop screen resolution is 3840 by 2400.
Any help is appreciated.

HP Scan is likely not written to run on very high resolution screens.
This means the software cannot adapt.
Right after the scan completes,
Double-Tap on the tiny image of the scan in the upper left corner.
What is available will pop-open a larger image.
Although you cannot scale up the entire scan preview window, you can slide the bar on the bottom to magnify the image.
What else?
HP Scan and Capture provides a larger default scan preview screen.
I do not know whether the application can adjust to a very high resolution screen.

Click Start (windows key) > Open the All Apps List > scroll the list
Open Category HP
Find and open the HP Scan and Capture application

Right-Click on the application and PIN to Start

Windows Scan – Microsoft Store (formally Windows Store) - Requires Windows 8 or higher
- “Get” the application from the Store > Windows Scan
Paint (mspaint)
Older software – not brilliant – does work for scanning images.
- Open Paint
- Expand the “white background” area to a size to accommodate your data. If unknown, try 1300x1300
- File > Select “From Scanner or Camera”
- Select your printer > Follow the prompts to scan and then save your item
Webscan – located in the Embedded Web Server (EWS) – No additional software
NOTE: Webscan feature is not available on Laser printers
If the printer is on the network,
If the EWS feature is available on your printer,
First Time Use Only: Enable Webscan
- Open your favorite browser > type / enter Printer IP address into URL / Address bar
- Tab Settings > Security > Administrator Settings > Enable >> Check box next to Webscan
- Click Apply to save any changes
Next
- Tab Scan > Webscan
- Set up Webscan the way you want it - for example, set the Source to ADF
- Click Start Scan to scan your document / image using Webscan
- After the scan is complete, Save the scan to your computer.

Windows provides the Magnifier
Nice feature, though it can be tricky to get it the way you want it.

Thank you Dragon-Fur. I installed the "HP Scan and Capture" that you suggested. It has some nice features like Crop and Rotate that the HP Smart does not have. I will probably be using this for most scanning.
Although "HP Scan and Capture" does not have the OCR and other advanced features of the HP Full Feature driver. Hopefully HP will update the old Full Feature driver so that the utility windows sizes better with higher resolution displays.
You also mentioned Windows magnifier. It didn't work out as you suspected because it just magnifies everything, but you did remind me that I used to have a mouse with a magnifier button. I am going to get one of those and it will get me thru for now.

HP Smart does include some editing tools - these are not actually hidden but you do need to know where to click.

Caveat:
At this writing, HP Smart Scan to PDF (Document) is plagued with a bug that increases the page size AND the file size in the saved file. The "fix" is in the works at HP - hopefully we will see a new release of the application around mid-June that eliminates the issue.

Open HP Smart Windows
Select to Scan Photo
Find and open the photo you want to scan
After the initial scan is complete and before you save / share,
Click the "..." and open the scanned content for Edits
