When I click on the HP Office Jet 4650 icon on my computer's desktop, a small window opens that says "Processing." The rest of the window is not visible. When I expand the window, it says "retrieving information from the device." Eventually a new window opens labeled "HPDB41EC (HP OfficeJet 4650 Series): HP Printer Assistant".
The window fills about 1/6 of the screen. When it is expanded to full size, the fonts are too small to read. I have tried all the suggestions including Windows Program Compatability option. Nothing fixes the problem

Sounds like the printer software is corrupted or something similar. Sometimes (certainly not always) Windows 10 Updates cause printer (or other) software to do odd things. Sometimes the software develops a problem on its own due to a lost instruction, a broken link (something moves, disappears, changes). Lots of weird things can happen to software.
If the problem is centered on some aspect of the printing software, removing said software and reinstalling it can usually help.
The following document addresses a slightly different problem - the repair steps are the same.
HP Printer Assistant Opens the 'Printer Setup & Software' Window
Reminder
After you uninstall the printer software from the computer, Restart the computer and log in.
Your printer software:
HP OfficeJet 4650 series Full Feature Software and Drivers
Reminder
After you install the printer software, Restart the computer and log in.
Printer Firmware Update:
HP OfficeJet 4650 All-in-One Printer series Firmware Update
Reminder
If you install the Firmware Update,
After the Update is applied,
Restart the computer and log in.
NOTE
In general, the Firmware is updated after the Full Feature Software is installed considered functional (works as expected).

Thanks for your response. I removed the software, downloaded and reinstalled the software . Unfortunately the problem was not resolved. The latest printer firmware update is also installed. Do you have another suggestions?

Check / Adjust the Default Printer
If your printer is on the network:
Control Panel > icon view > Devices and Printers
Right-Click on your printer >
Set as Default Printer = HP Officejet 4650 (Network)
Try opening the Printer Assistant directly from the executable:
Open File Explorer
Navigate to C:\Program Files\HP\HP OfficeJet 4650\Bin
Double-Click on HP Officejet 4650.exe (wording may vary slightly)

The printer is currently the default. I tried the second suggestion, opening HP Officejet 4650.exe. There was no difference in the window's display.
I then copied the HPScan.exe to the desktop as a shortcut. When i click on the shortcut, the HP Scan opens correctly. At least I can now easily access the scanner controls.
Thanks for pointing me in a direction that solved some of the problem.

I don't know what's wrong with that stubborn software...
It is acting like the html container is corrupted. The html Portal is the "holder" in which the Printer Assistant is presented on the Desktop (on the screen).
IF corruption to the container were the issue, I would think it would be cleared when the printer software is removed > restart > log in. Subsequent clean installation of the printer software would ordinarily replace all the components, including that "container" in which the Printer Assistant program runs.
Generally Windows can provide the necessary font structure. Have you "added" fonts, or are you using other than the TrueType fonts that come standard in Windows 10?

@ShlomiL - What am I missing? Printer Assistant Portal container program is perhaps not functioning properly. Presentation of the Printer Assistant is stuck (on processing), tiny font, wrong-size, incorrect. Rats.

Hi,
I would rather suspect it is related with your display settings and not with a corrupt software, the screen resolution vs. the display scaling setting for your computer.
Right-click the Desktop background and select Display Settings.
What is the Screen resolution and what is the scaling percent listed for your computer?

Hmm.. Good catch. When the Display is set to standard magnification (100%) and to the highest resolution available on the device, the display parameters are (should be) interpreted correctly by the various "shells" that display software (GUID).
