There's always a 1.4 cm cut off at the top and bottom of paper when printing. On the left and right it's 0.3 cm. I want the top and bottom to also be 0.3 cm. How can I set the printing margins?

This printer requires the margins shown in the Specifications.

The margins are a hardware limitation.

 

 

Print Margin Bottom (A4)14.5 mm
Print Margin Left (A4)3.2 mm
Print Margin Right (A4)3.2 mm
Print Margin Top (A4)1.5 mm

If you have not done so,

Reinstall / Update your PDF Reader (Adobe Reader DC /Optional  Foxit Reader)

HINT:  Watch out for and UNCHECK unwanted extra software

 

NOTE:  Adobe Reader DC software can be installed even if you do not normally open / view / print PDF files directly from the Adobe Reader DC software.

Margin adjustments are usually done in your application. The limits posted by @Dragon-Fur appear to fall into your desired specs so the printer is capable but you need to setup your page properly. Below is the screen from Word 2019. Most programs will have a page layout button.
