My company's policy does not allow us to turn on Location access which means that I cannot install my WiFi printer on the new laptop. I do not want to he to be connected via USB or Ethernet so how can I install my printer?

Unfortunately, there is naught we can do about company policy.
Possible solution --
Should your printer support the option,
If there is a Full Driver printer software Web Pack installation file available for "Offline" installation,
Use that to install the full driver printer software.
Will that work?
Maybe -- much depends on your system, your network, your account, and the available printer software.
Caveats
You do need to be using an Administrative type account -- you cannot install software without the privileges needed to make changes to the File System.
HP Smart requires access to the Microsoft Store
AND
Access to Bluetooth and Network Discovery / File and Printer sharing
Open
- Enter the device type and model name of your HP product
- Open Category Software & Drivers
>>>> If needful, use "Change Operating System / version" to Windows 11
- Open all (to expand the list of available software)
Look for a package that includes "Offline only"
OR
If your printer is quite a bit older, perhaps look for "Full Feature" in the title of the package.
- Open that webpage (View Details)
- Download, Save, Install the software
- Restart the computer and sign in

Thank you - I installed the drivers manually from the link you provided and eventually I was able to see the printer. Its a shame HP Smart can't be used from the laptop but at least I can now print....and now need to figure why the Scanner tool does not recognize the printer.
