Trying to update firmware on 8600 but getting Cannot connect to the server error

It looks like (from online boards) there is updated firmware since the current version is of (CLP1CN1150CR) but I don't see any downloadable versions to manually update.  I tried several potential solutions to get network update working but as I'm setting up web services I get the server error below.  What I tried and confirmed:

 - no proxy on network

 - can print on the network so connectivity to printer isn't an issue

- set to IPV4 and have manual IP setup (not dhcp)

 - reset and restarted several times with no change to the status

The error I get when setting up web services - 

Cannot connect to the server.

Check the Internet connection and try again. Or contact your system administrator or the person who set up the printer.
If your network requires a proxy server address to connect to Internet, click Enter Proxy or check your browser settings.

The latest version of firmware available for this model printer is 1829A. 

Note: Update the firmware only if you have some issues with the printer. If your printer is working fine, you need not update it.
