Printer was working fine until last week when the toner ran low, then the printer stopped responding even when a new toner cartridge was installed.

I restored the printer to factory defaults and now the HP Smart app gets stuck at the final step with the following error: 
OW_4XX_OWSWS00001

 

(Also I noticed the location shows "Ukraine" but I'm in the U.S.  Not sure if that's related but there doesn't seem to be an option to change the location anywhere in the printer options.)

The printer was working fine last week and nothing has changed with my setup.

 

Appreciate any help.

I’m really sorry you’re dealing with this—it’s frustrating when a printer that was working fine suddenly refuses to register. Since you’ve already followed HP’s official troubleshooting steps, let’s explore a few additional things that might help.

 

1. Check Your HP Account Region

  • Log into your HP Smart account at HP Smart.
  • Go to SettingsAccount Information.
  • Verify that your region is set to the U.S.
  • If it’s incorrect, update it and try registering the printer again.

 

2. Manually Set the Printer’s Location

  • Open the HP Embedded Web Server (EWS):
    • Find your printer’s IP address (printed on the network configuration page).
    • Enter the IP address into a web browser.
  • Navigate to SettingsPreferencesRegion and Language.
  • If the location is set to Ukraine, try changing it to United States.

 

3. Reset Network Settings

  • On the printer’s control panel, go to SetupNetwork SettingsRestore Network Defaults.
  • Restart the printer and reconnect it to Wi-Fi.

 

4. Update the Firmware on Your HP Printer

  • HP regularly releases new firmware versions for printer enhancements, app updates, or issue fixes.
  • Update the firmware regularly to get the most out of your printer.

5. Use HP Print and Scan Doctor

  • Download and run HP Print and Scan Doctor from the link below to quickly and automatically perform several troubleshooting tasks known to resolve this issue.

I wasn't able to find the settings menu you mentioned: " Settings → Preferences → Region and Language."

I don't see "Settings" in the EWS (see attached screenshot showing what menus I have.)

 

I did find a Geo location field which was empty.  I entered coordinates for my City.  Those coordinates now show in the Configuration page after I turned the printer off / on, but the "Location" field still shows "Ukraine."

 

Any idea where I might go to find the "Region and Language" settings you mentioned?

That error code OW_4XX_OWSWS00001 seems to be causing quite a headache, especially with the unexpected location issue. Since you've already followed HP's official troubleshooting steps, here are a few additional things to try:

 

Additional Troubleshooting Steps

 

Verify HP Account Region

  • Log into your HP Smart account and go to Settings > Account Information.
  • Ensure your region is set to the United States.
  • If incorrect, update it and try registering the printer again.

 

Manually Set Printer Location via EWS

  • Open the HP Embedded Web Server (EWS) by entering your printer’s IP address in a web browser.
  • If you don’t see Settings > Preferences > Region and Language, check under Administration or Network Settings.
  • If there’s a Geo Location field, enter your correct coordinates again and restart the printer.

 

Reset Printer Network Settings

  • On the printer’s control panel, go to Setup > Network Settings > Restore Network Defaults.
  • Reconnect the printer to Wi-Fi and attempt registration again.

 

Update Printer Firmware

  • HP regularly releases firmware updates that may resolve registration issues.
  • Download the latest firmware from HP’s support page and install it.

 

Try a Different Network

  • If possible, connect the printer to a different Wi-Fi network (such as a mobile hotspot) and attempt registration.
  • Some routers may have security settings that interfere with HP’s web services.

 

If none of these steps work, HP support may need to manually update your printer’s region settings.
