UPD
Microsoft Windows Server 2016

I've installed several versions back to a 5.x version of UPD PCL5 and PCL6 x64 driver on a Windows 2016 Server.   When I go to setup a printer I specify a local port of something like C:\PCL\Printer1.pcl   The next screen asks for the printer name (although it has a default name in place).  When clicking the "next" button, the system moves on to install the printer with the driver.  But it always fails.  It doesn't matter the PCL5 vs PCL6.   It doesn't matter the older or latest release.  It always fails with this same error:

The specified procedure could not be found.

I've tried a local port of \\servername\sharename\Printer1.pcl and it still fails with the same error.

I can do this on a Windows Server 2012R2 without any problem.  Is there something different about installing on Windows Server 2016 vs Windows Server 2012R2?  (both 64bit and using only 64bit drivers)

I've found a Windows 2016 Datacenter Server that I could successfully install a printer with this device driver.

This would suggest that the problem is how the server is configured.    Anyone have a better idea than randomly changing settings hoping to find the problem?
