On an HP LaserJet Pro 3001dw, what is the oval part on the top toward the back?  does it do anything?  If I wanted to put something on top of it would that cause a problem?

It's there for cosmetics, you can put something on top. Take note that the top part is heating when the printer works so anything that can easily melt is not recommended to place on top.
