That is true for most platforms (devices) - some stuff is free, some stuff is not free.

HP Smart does NOT cost money.

AirPrint does not cost money.

HP Smart is available from your Apple App store and runs on supported iOS versions.

If you are being charged, perhaps you have wandered out on the Internet and landed somewhere not HP and not Apple App store.
