Why can I not get drivers to load for the Officejet 9130e without an HP account?

Why can I not get drivers to load for the Officejet 9130e without an HP account? I tried the driver from the website but it only has scanning functionality, the thing won't print or even open a print queue. That HP Smart app isn't really all that smart.

"Why" questions can be difficult to answer --

The answer is "I don't know."

To the extent that the printer supports more than one Operating System / version and more than one type of Driver, the answer to "Why" might be the type of application or driver you are trying to install.

HP Smart - Windows / MacOS / Mobile 

The HP Smart application has required an HP Account since late 2020 - prior to that, the application "recommended" that the user invest in an HP Account.  Since that time the application has evolved to provide a number of new features that require that the printer be online, possibly connected to the Internet, connected to HP services to protect the printer access AND to provide access to supported Cloud accounts.

This printer also supports a rather clever print queue that prevents conflicts by simply not allowing you to select incompatible settings:  HP Smart Printing

HP Smart Printing --  and the stand alone version of the driver HP Universal Smart Print driver -- can be used with other software programs, including HP Smart, Word (when the full driver is installed), and Adobe Reader (also requires that the full driver has been installed).

EWS

The Embedded Web Server (EWS) has also been reformatted for this printer series.

EWS works with and supports the embedded security that is part of the printer.

EWS is an important interface for using your printer but it is not "software" and is not related to an HP Account or questions about 'why".

The printer supports a full driver printer software.

It is true that the new format of the full driver software for this printer is shared by a select number of the newer OfficeJet Pro printers. 

HP Scan is still part of the full driver -- it, too, has been reformatted to support the printer series.

The full driver no longer supports the old Printer Assistant.

The full driver printer software does not require that you have an HP Account.

The installation of the full driver does not require that you have an HP Account.

• HP Smart requires that you sign into the application using your HP Account credentials.
• When working through a Browser to access HP Smart, be sure you have Cookies enabled.  If cookies are enabled and you are having trouble, clear Cache and Cookies.   And / Or … Try a different Browser – assign that Browser as the Default. (Note:  Chrome not working?  Use / Assign a different default Browser.)
• Where possible, HP Smart benefits (likes) having the Full Feature Software / full driver printer software installed.  For example, full driver provides access to Shortcuts and Printing Preferences.
• “Share” to email – Before using Share, add your sender email address to the standard Windows Mail application (not New Outlook).
