Go here for the HP PCL 5 Universal Driver:

The HP web page will identify your OS as Windows 10.  Click the blue "Change" link to the right of "Windows 10".

 

Depending if you are using a 32-bit or 64-bit version of Windows 10, select that version of Windows 8.1   In my case, I selected Windows 8.1 64-bit.

 

Click the change button to update the web page with your Windows 8.1 selection.

 

Click the + button to expand the Universal Printer Driver choices.

 

Click the HP Universal Print Driver for Windows PCL5 Download button.

 

Choose a location where you want to download the file where you can find it.

 

The file name should appear in your web browser when the download is complete.  Double click on the file name and follow the prompts were you want to extract the files.  The install program should launch automatically.

Where is the driver for Wiindows 10

I don't believe Windows 10 has a driver for the HP LaserJet 4 Plus, which is why I used the HP Universal Driver for Windows 8.1
