I have just changed to a Microsoft Surface Pro using Windows 11.
When I open printing preferences for my HP ENVY Photo 7100 Series I can only see 2 tabs, Layout and Paper/Quality. It no longer gives me the other tabs which access multiple pages and booklet options. I have reinstalled all HP software onto the new computer, checked the drivers, etc.
However, if I open my 14-year-old Dell running Windows 10, I get access to all booklet options, etc. no problem!
I can therefore only surmise that it must be something to do with Windows 11.
I am at a complete loss to understand what to do next.
Has anyone got any ideas or seen this problem and found a solution?

Windows does not care what you do as long as the installed drivers are supported by the current version of the Operating System.
That said, Windows might not be set to use the driver sets you have installed. In the case of the printer software at least part of that selection is controlled in Printer Properties.
Assuming what you say is correct -- your printer's full driver printer software is installed and functional --
If not done,
Add the following checkpoint:
Make sure the Driver in Printer Properties is selected as the HP driver and not the Microsoft / IPP driver set.
Example - Printer Properties - Tab Advanced > Driver
