Since I have upgraded from W10 to W11, I have been unable to use my HP Envy 5640 Printer / Scanner either via USB or Wireless Network.
My other printer, a Samsung ML2165W works perfectly.
My network is built around a Sky SR203 broadband wireless router; the Printers are on 2.4G Wireless, the PC's are on wired Gb ethernet. The 2.4G & 5G wireless networks are on separate SSID's and all appear to be working fine. Both IPV4 and IPV6 are active.
The PC's and printers have static IP's (V4) assigned.
A second W10 PC can access the printer perfectly - the only real difference between the two is the W10 machine is Intel I5 based and my W11 machine is AMD Ryzen 7 based.
The HP installation software cannot find the printer on the network (and I've tried all the HP fix software to no avail) using both IP address and printer name.
I've tried disabling windows firewalls and virus protection (Malwarebytes & Windows)
I tried different IPV4 addresses, DHCP, no change.
I can ping (8ms RTT) and tracert (1 hop) the printer with no problem.
Trying to browse the printer IP address (with all security disabled; both a Chrome and non chrome based browser) just results in the HP logo appearing in the corner of the tab and a blank screen.
I've tried uninstalling, reinstalling, USB (which installs, works once, then never again), all to no avail.
At wits end and desparately need this sorted! Thanks in advance.

Are you using the HP Smart App on your PC? If not, you may try and install to see if that works: https://support.hp.com/in-en/document/c04675142. If yes, uninstall and reinstall it.
If the issue persists, try these steps:

If the issue still persists, let's do a root uninstall and reinstall of the software:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo.
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.

I've tried your suggestion to no avail.
The HP Print and Scan Doctor cannot find the printer despite it being connected to the same network as my PC.
The Easy Install gets as far as 'determining requried software' then just sits with the 'wait' circle cycling forever.
Windows 10 PC's still work fine with one minor caveat that the printer sometimes needs to be power cycled to make it come online...

I would suggest you try the Windows built-in drivers. Follow the steps below:
• Go to Control Panel - Devices and Printers - Click on "Add printer" and follow the on-screen instructions.
• When the page prompts for the drivers, select "Windows update". The driver list will be updated.
• Click HP, Hewlett Packard, or Hewlett-Packard in the Manufacturer pane, and then click the name of your printer in the Printers pane.
