When you install the software, apparently only the driver is actually installed? It creates a program folder which you can find in the start menu with an app named "HP Officejet Pro 8600", but clicking it makes Windows pop up a dialog (below)

Alden, I appreciate you taking the time to reply.
I am aware of the facts you presented. I'm a software developer of nearly 40 years, so I'm not a basic user. I am, of course, local admin on my own PC so it is not likely a permissions issue. I have installed this on multiple PCs in the past with no issues (all Win 10). I have checked the HP support site to ensure I had the latest installer.
The phrase "Ensure that the software is compatible with your version of Windows" is not easy to do. The support site recommends the download without specifically saying if it is compatible with Windows 11:
The only support option HP offers is this community site. As far as I can see, I can't even BUY a support agreement. HP's Windows 11 page under "Known Issues and Fixes with Windows 11" has a link "Print/Scan does not work after upgrading to Windows 11", but it is a dead link.
This looks like another case of a device manufacturer not bothering to provide updated software for major operating system releases. It's a way of FORCING the customer to buy a new device when the truth is the device they have is perfectly functional. In plain language, it's a rip off.
When buying an all-in-one printer, it's not an easy task to research how long manufacturers provide software upgrades. HP is one of the biggest and best printer manufacturers. They are large and successful enough to support their customers better than this.
