In the Event Viewer, I get this error every time any user logs onto this PC:
"Group Policy was unable to add per computer connection \\COOLERMASTER-PC\HP Deskjet 2520 Series. Error code 0x7b. This can occur if the name of the printer connection is incorrect, or if the print spooler cannot contact the print server."
I reinstalled the driver to no avail. I checked the printer name and it is consistent. This is a PC with the printer attached via USB. Although connected to a modem/router, it is not a print server for a network. The best I can tell is that Windows now treats all printers via a print server interface. I've searched the net and tried a few other things. I still get this error. The printer prints fine though. I've been wondering if it has to do with the order of loading services.

I reinstalled and uninstalled the driver in hopes that installing the latest version would help clean up things when it uninstalled. The error was still there. I searched the registry for "DeskJet." I found a Group Policy Entry with reference to the printer. I opened my Local Group Policy Entry and removed the printer. On reboot and login I no longer had the error. I reinstalled the driver (receiving two Event 1015 "Failed to connect to server. Error: 0x800401F0" errors) and rebooted and logged on with no PrintService Error. Hooray!
There is one difficulty. The printer now shows deployed per user. I would like it deployed per computer. I have other users on the system who need to access the printer. I'm not sure what to do. I used the LGPE to deploy per computer and the error is back. In the hp installation setup, the last question it asks is about how many people will use this printer (e.g., personal use, home business, business with less than 9 employees, business with more than 9 employees). Maybe this has an affect.
After uninstalling and reinstalling the printer a few times and cleaning the registry it seems to be working. There is no error. The printer is accessable by more than one user. The Local Group Policy Editor shows no deployed printers per computer nor per user. The Print Management Console shows no depolyed printers. It does show the Deskjet under Printer Servers. The Deskjet also appears in the Print Server Properties dialog box Drivers tab as an installed printer driver Type 3 - User Mode.
It seems that regular uninstalling is insufficient. Cleaning the registry is required.
It appears to me that the real culprit in this problem was that the printer was deployed per user and per computer. Removing the deployments allows the printer to be accessed by all users on this one computer with no errors. One note - I have 4 workstations running off of 1 PC using SoftXpand MiniFrame software.

I understand that you have an HP Deskjet Ink Advantage 2520hc All-in-One Printer. I read that every time a user logs into the PC, there is an error in the event viewer stating "Group Policy was unable to add per computer connection \\COOLERMASTER-PC\HP Deskjet 2520 Series. Error code 0x7b. This can occur if the name of the printer connection is incorrect, or if the print spooler cannot contact the print server." I further read that the printer is connected via USB to the PC and prints fine otherwise.
The evidence indicates towards the print spooler. I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Please download and run the HP Print and Scan Doctor software. This is a free tool for Windows to help resolve issues with the printer drivers.
Please check the if the issue persists. If yes then please continue with the below steps to fix the print spooler:

Turn off the printer using the power button and then unplug the printer power cord from the power outlet.

Save your work. After using these steps, your current print jobs are lost and will need to be printed again.

Open Windows Services using one of the following methods:

Search Windows for services, and click Services in the list of results.

On your keyboard, press Windows key (
) + R, type services.msc in the window that opens, and then click OK.
-

Scroll through the list of services and find the name Print Spooler.

Right-click Print Spooler and select Stop.

After the service has been stopped, close the service window and use Windows Explorer to browse to C:\Windows\System32\Spool\PRINTERS.

Delete all files inside the PRINTERS folder.

Right click on "Print Spooler" and select properties (as shown in the above image).
Under the Dependencies tab, expand Remote Procedure Call.
DCOM Server Process Launcher and RPC Endpoint Mapper (both should have a running status in the services window.

Shut down your computer from Windows.
-
Make sure you printer has been unplugged for at least 60 seconds, and then plug the power cord into a power outlet.

Turn on the printer using the power button on the printer.
-
Turn on the computer and wait for Windows to open.
-
Try printing again and note what happens.

If the printer prints, you are done.

Following the hpps doctor, I uninstalled the driver and reinstalled it. I still had the error. Then I uninstalled it again. I used the Print Server Properties dialog box to completely uninstall it. I cleaned the registry of almost all entries that referred to the printer. I have left it uninstalled because I still have event 513 with a different error code. I have copied it below. What does it mean by "Router" and "routing print spooler commands"? What direction do I need to fix this problem (Group Policy was unable to add per computer connection \\COOLERMASTER-PC\HP Deskjet 2520 Series. Error code 0x709. This can occur if the name of the printer connection is incorrect, or if the print spooler cannot contact the print server.)? Why does the computer (registry) still see the 2520 printer?

I stopped and started the print spooler service. The error did not repeat. This error happens only when a user logs in. Uninstalling the printer driver doesn't make the event go away; it does change the error code. I've ardently tried to completely uninstall the driver. I don't know how windows can still refer to a driver that is completely uninstalled.

I have been reviewing the event log. Event 513 always happens when a user logs on. It occasionally happens randomly with the user listed as LOCAL SERVICE.
I'm interested in some help in completely uninstalling the printer driver to try to eliminate this error.

I reinstalled the driver and then uninstalled it in hopes that any updates to the driver would clean things up. I still had the error. I backed up and then scanned the registry for "Deskjet" and removed all references that seemed safe. I found this interesting key:

I opened my Local Group Policy Editor and low and behold, even after an inuninstall I still showed "HP Deskjet 2520 Series" as a deployed printer. I removed it.
The error is, "Group Policy was unable to add per computer connection \\COOLERMASTER-PC\HP Deskjet 2520 Series. Error code 0x709. This can occur if the name of the printer connection is incorrect, or if the print spooler cannot contact the print server." I rebooted and had no Event 513 error.

Thanks for reaching out. I suggest you to uninstall the printer drivers from the root level and then reinstall them. The below steps should help:
- In Windows, search for and open Programs and Features.
- Select your HP printer.
- Select Uninstall.
- In Windows, search for and open Devices and Printers.
- In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
- Open up the run command with the "Windows Key + R" key combo.
- Type printui.exe /s and click OK.
- Click on Drivers tab.
- Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
- Select OK.
- Select Apply and OK on the Print Server Properties windows.
- Close Devices and Printers.
- You may download and install the drivers from this link: www.123.hp.com
If the issue still persists then, please add the inbuilt printer drivers. You may refer to the steps mentioned under "Step 3: Install the print driver with the Add a Printer wizard" from this link.
