hi everyone. I had the same problem. I tried all those solutions and none of them were solutions. Including the HP software on the Mac. In the end what worked for me was loading the ironically named, "HP Smart" app on my phone and scanning from it, then sending the scan to my computer. Hope they fix this soon!

Great tip! This worked for me as well. It's just too bad HP doesn't seem to keep up with Mac software updates...or even care. The latest MacOS listed on their drop-downs is 11.3, but 11.5 has been out for some time, with 11.5.1 having been released within the last week. Things just shouldn't stop working this way!! (...or so you would think.)

I am facing the same problem also. After spending umpteen of days perhaps weeks searching for a solution trying to install the printer (not just the scanner) I finally managed to install the printer (not the scanner) by bypassing HP Smart (or not so smart). HP Smart simply could not identify the printer (Deskjet 1515). After that, I am stuck with this error "You do not have permission to open the application HP Scanner 3.
Have wasted loads and loads of time for nothing till I find this forum revealing how useless as there is no solution. **bleep** annoying!!!! as I am using the scanner extensively and regularly. Right you are time to switch to others that are more reliable.

I've had the same problem after updating from 11.3 to 11.5.1 and found a solution:
- Navigate to /Library/Image Capture/Devices
- Copy "HP Scanner 3" to your Desktop and alter the permissions for everyone and staff to "Read & Write".
- Delete the Original "HP Scanner 3" Plugin from Devices Folder
- Copy the "HP Scanner 3" with custom permission to Devices Folder
- Reopen Image Capture App
- Scanning should work now

I too am having the same issue with an Officejet Pro 8600 Plus scan function, HOWEVER our iMac has 2 user accounts (Mine and my wife) BOTH of which are administrators. I am able to scan with no issues when I am logged in, but my wife's logon does not work, so the drivers are working under my profile.
We both have read/write permissions.
Note: I upgraded from Catalina to Big Sur
I hope someone at HP and coordinate with Apple to correct this issue.

I had a similar solution that worked for me with any scanner that places an application into the Image Capture support folder:
Open the Security & Privacy system preference and unlock it.
Go to the "Privacy" tab
On the left side scroll down to "Full Disk Access"
Click the "+" and navigate to Macintosh HD (or your HD name)/Library/Image Capture/Devices/
Select the HP Scanner 3 application and click the "Open" button.
You should now be bale to scan with either Image Capture or Easy Scan.

Thank you for sharing your experience.
I did what is articulated but still could not open Image Capture with the same message "You do not have permission to open the application “HP Scanner 3”.
I am using MacOS11.5.1 and HP Deskjet Ink Advantage 1515
