  1. Open the directory /Library/Image Capture/Devices
  2. Search for the application HP scanner 3
  3. Right-click, and select Open Info
  4. Under Sharing and  Permissions, change the one under system to Read & Write

I tried all of the above solutions and this one actually worked! Pasting the commands into terminal, no idea what it did, but it works!

This one works for me (Suraj5189 above) , but the first command is "get info", then sharing and permissions. remember to then unlock the little padlock and change the setting from read only to read and write.

It is even easier: You can just doubleclick the Icon. Actually nothing seems to happen – but afterwords scanning works.

Have attempted to fix this issue. When I double click on the name of the scanner driver (step 4) a pop-up window opens telling me once more that "“HP Scanner 3” will damage your computer." I close this window and finder and return to attempt to scan, but still have the same problem i.e. "You do not have permission to open the application".

Am I missing something? Thanks

I had the same issue using a Apple iMac and the fix was to update the software. Once completed, I just did a restart and all worked fine.

Between the new macOS Monterey, and the new version of HP drivers and new Easy Start, this issue has been resolved for me. I did them all at once so I don't know which resolved it.
