I have tried removing and reinstalling the printer and drivers.  The HP software tells me the printer is installed and activated and set up is complete but the control panel and windows settings shows printer driver unavailable.

I'm having the same issue with my Officejet Pro 8210 printer. It is unable to print when configured as a network printer, ethernet and wireless. It is able to print the test pages and network configuration page without issue from the printer panel. But, when you try to print an email, PDF, webpage, Word document, etc., the configuration error 0x80070709 is received. This particular error has been noted at the Microsoft support forum - it appears to be linked to security updates KB4524147, KB4517211, and KB4522016. Those that have uninstalled these updates have been able to regain full function of their 8210 printer. I am able to use my printer with the USB connection - HP Officejet Pro 8210 UPD PCL 6.

 

I'm using Windows 10 1903.

Welcome to the HP Support Community. 

 

Download and install HP Print and Scan Doctor, it is a Windows tool to fix printer issues. 

 

If the issue still persists, try re-installing the printer driver -

 

1. In the search box, type and open "Uninstall a Program".

2. Look for HP Printer software.

3. Right-click to uninstall.

4. In the search box, type and open “Devices and printers”.

5. In the Devices and Printers, look for your HP printer. If you see it listed right-click on it and choose “Delete” or “Remove Device”.

6. Open the run command with the "Windows key + R" key combo. 

7. Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”).

8. Click on the "Drivers" tab.

9. Look for HP Printer driver. If you see it Click on it and click “Remove” at the bottom.

10. Select Ok.

11. Select Apply and Ok on the Print Server Properties windows.

12. Close Devices and Printers Once the software and drivers are removed.

13. Restart the computer.

14. Download and install the software and drivers from here.

15. Click on the downloaded file and follow the on-screen instructions.

Unfortunately in trying to delete the printer driver I got the message unable to remove HP officejet 8210 PLC-6, x64 type 4 user mode driver.  The specified printer driver is currently in use.  I did some internet search on this and some solutions mentioned going to printmanagement.msc.    When I tried to get there using the command shell I got back the windows response printmanagement.msc is not recognized as an internal or external command.  Any thoughts

after restarting the computer and installing the HP software from the HP web as you indicated, the printer is recognized without the driver unavailable message but when trying to print from MS Word nothing goes to the print queue.  When I use the HP printer assist software, it sees the printer and communicates with it and will print the print quality diagnostics test page, however the HP print and scan doctor cannot print a test page.

I cannot print from any application I tried.  Each application recognizes the HP8210 as ready but I get a print error.  In the printer hardware properties event tab I am getting the following:
