Where does the 3700 app live? I want to create a desktop icon for it.

If the "app" to which you refer is the HP Smart for Windows application,
If you can settle for having the application "PIN".
HP Smart can be PINNED to both Windows Start and on the Taskbar.
Windows key > All Apps > Scroll to category "H"
Right-Click on HP Smart > More > select from available options.
Explanation:
The problem is not "where" the application lives, it has more to do with container control.
Unlike software, applications do not open / execute in a way that allows them to be dropped onto the Desktop as shortcuts.
