Didn't work for me.  Command says access denied

So, I have an HP Pavilion lap top running windows 10 and an HP Officejet 5740.  I am getting the driver package error for the last several weeks.  No matter what I do I cannot get my printer and my laptop to talk to each other and I have no print ability or scan or anything.  I am really lost and don't know what to do next.

I have the same problem failed to uninstall my hp m181fw. However, when I go through your step until deleting the folder, it said it need administrator permission. I am the PC's administrator already but this also disallow me to delete folder. What can I do?

Help!  I have an Officejet 250 mobile, a refurbished HP business computer, and am desperately trying to install software and drivers for Scanjet 3000 s3.  Could you let me know what things I should type in the command line etc?  Thank you!!!
