Can you try this Uninstaller from Microsoft and then reinstall the FULL feature software again?

Can you download and install the FULL feature printer software from HP for your operating system:
The following resource will help you :
HP Printer Install Wizard for Windows
http://ftp.hp.com/pub/softlib/software13/COL50403/mp-150580-2/hppiw.exe
Once you have downloaded and installed the FULL feature software, you will be able to print and scan.

Hi,
Can you try this downlaod link for WIn 7 for your printer:
We'd suggest saving the file to your hard disk and running it later ratehr than running it online.
Two reasons for that :
1. Keep it for future use
2. Running online may have unstable if the network gets disconnected.

If it possible for you to try another PC to do the download or even at a friend's place to download the file?

I downloaded and ran it on my windows10 laptop. I change the operating system to windows 7 before the download. I copied the resulting file to a flash drive and ran it on my desktop.
I ran it twice because during the software installation section I got a fatal error. I received the same fatal error both times.
The fatal error said
FATAL ERROR MSINETDEVICEMANAGER40
MICROSOFT.VC90.CRT,version="9.0.30729.1",publicToken="1fc8b3b9a1e18e3b",processorArchitecture="amd64",type="win32".
I followed all the suggested instructions between runs.

Hi,
Why did you change the Operating system of the driver to Windows 7 when your laptop is Windows 10?
You need to download the Windows 10 driver and install that, not the Win 7 driver.
Can you try again and ensure that you are downloading the WIn 10 drivers?

HI,
We're confused. Is yuor system Win 10 or Win 7?
If you are using a Win 10 system to download a Win 7 driver, then the downloaded driver should be used for the Win 7 PC.
If you are installing it on the Win 10, then you will need a Win 10 driver.
Here's our suggestion :
Uninstall and Reinstall the FULL featue software.
