why is it i go to update my software because the CD what come with my hp psc 2210 all-in-one printe was for Xp and I am running Window 8.1 and it is not installing all of the software because it is saying my cable is not connecting and I no it is because it works but I can not use all of the software because of it and the software update is just for the 2200 and not 2210 which I have ?

I think I do not understand part of your question - the original CD for XP cannot be expected to install software for Windows 8.1 OS.
I can offer limited help on the subject...
The following Full Feature Software might work for you...
- Package: AIO_CDB_Net_Full_Win_WW_140_408-5
- Program set: Full Feature Software
- Connection type: network
- Operating System(s): Windows 8.x > Windows 10
Full Feature Software V14.0.304.5 W8-W10
If the software does not work, you can look for the print-only Windows print drivers.
Driver for Windows 8.x through Windows 10
- NOTE: The “Full Feature Software” solution for older printers may not work in Windows 10 Fall Creators and beyond – Please use Windows Update to install your printer: HP Printers - Installing and Using the Windows Built-in Print Driver
- Installation package(s) will likely save to Downloads folder
- If you have ‘Admin’ control, highlight the downloaded package and “Double-Click” to install, else Right-Click, select run as Administrator, and follow the installation instructions.
- USB Connections: Disconnect the cable before you install the printer software. Connect the USB cable when instructed (during the latter part of the installation procedure). Follow on screen instructions.
Cannot Connect?
- Configure the Firewall to allow a connection
- Consider replacing USB cable or Ethernet cable
