I did not try the full offline install but I did try the full online install. It was still the same. After that and my post here I found a thread on another site that as a last resort recommended changing the comm port for the printer, and adding a new one direct to the ip addr of the printer. Well that was genius, not only was I able to print but the printer now shows up in the hp smart app...I haven't tried the scanner but now it seems the app and my laptop now talk to the printer. Hope this helps someone...I wasted like two days fighting this.
