4)  so for the hp smart to work or connect even if the printer is connected to the pc as USB the printer need also a network or wiffi connection ?

1)  Restart the computer and log in = Close all software / apps / jobs > Restart the computer > When the computer reboots, log into the computer

2)  None of this will likely work -- "plain" user accounts do not have enough privilege to install software - and that limitation includes installing printer software, too.  The plain-user-account policy can be tough on the users and on IT, too.

3)  Yes, without the ability to install / reset / repair the applications and software, things that break might stay that way.

4)  It is my opinion that HP Smart is at least crippled without having the printer on the local network.   You realize that my opinion in the matter means nothing in the context what you are doing, how it works, whether and how it can be fixed.

What you are doing is simply outside of my experience.

What?  In a different life, long ago, still on planet Earth >>  When I ran in IT and we had users without "root" / admin access, we went to the location and fixed any problem that required our presence.  Yes, sometimes the "location" was more than across the campus or even across town -- and sometimes fixing things on site was expensive, inconvenient, and downright silly in the context of much of our user base (highly educated engineers, CAD designers, and scientists).

@PeteOJ

The HP Smart application for Windows has always been sourced from the Microsoft Store.

The mobile versions of the app are sourced from the respective app stores (Apple / Google).
