I bought this printer because it was advertised as both USB and WIFI accessible. But now that I have it all the instructions are for WIFI My PC is hard wired ethernet cable. The instructions say if the USB slot has a sticker over it, do not use during setup, but it can run USB after setup? Also, it only came with a power cord, it did not come with the USB cable. I have no WIFI access in my area. How do I set this up?

Hello,
I guess you can do that. However i'd suggest the below....
- log on to https://123.hp.com/us/en/
- Key in your printer name / product number. Most probably it will lead you to a page to download the HP SMART APP on your pc.
- Follow the onscreen instructions provided by HP SMART APP to complete the installation.
- Note: At one phase of installation , you will be prompted to go with HP Plus, you may have to decline and then proceed with the rest of the installation steps.

Hello,
You may have to purchase a USB cable to have the printer setup, since you mentioned you do not have a wireless network.
The printer you own is a HP + printer, which has an amazon features of Ink Subscriptions and this feature can be claimed only if you have got the printer connected to wireless network.

I'd suggest you to return this printer and get a Non-HP Plus printer of the same model.

Returning the printer at this point would be too much of a hassle, as it was an online purchase and I really need use of the printer quickly. I have a USB cable from a previous HP printer. If I connect the USB cable without any WIFI connection, won't Windows see a new printer and just install it? Or will HP block its use somehow?

Thanks. I'm now connected through USB as Windows did find the new printer and install it. I had everything preinstalled from the link you gave me. At first Windows saw it as an "Unkown Bluetooth discoverable device". But once I clicked to allow it to be discoverable on Bluetooth, it asked it if I wanted to link it to my PC Bluetooth connections and I said yes, it changed from Unkown to the HP 9010 printer. Not Sure why since it is discoverable underbluetooth HP doesn't see it online that way too. But at least it works.
