If you have not done so...
There has been a recent update to the application.
You need to be running the latest version.
If you are not doing so, make sure you are running the latest version of HP Smart
At this writing

Check the version in the application
Start the HP Smart app
Settings wheel (App Settings)
About

Settings > Apps > Apps and Features
Search or scroll down and find HP Smart
Left-Click on the name > Advanced
If you cannot (or do not wish to) Update the application through the Microsoft Store > Downloads and Updates
Consider
- Make sure your Windows Updates in current and installed.
- Try reloading the HP Smart Application:

Can’t log into HP Smart using your HP Account?
- Make sure you are running the latest (newest) app version.
- Make sure your Windows Updates in current and installed.
- Try reloading the HP Smart Application:
Uninstall HP Smart > Restart the computer and log in > Install the application from the Microsoft Store
Settings > Apps > Apps and Features
Search or scroll down and find HP Smart
Left-Click on the item > Uninstall
Restart the computer and log in
"Get" a new copy of the Application from the Microsoft Store

I've edited my first post to include the qualifying statement, "If you have not done so".
Thanks for the reminder - I know this is important when we don't know what people have tried.
In general, removing the application entirely should clear any residual sign-in issues.
That said, there might be something going on with the HP Account.
If you have not done so,
Consider
Check your printer in your HP Smart / HP Connected account - make sure it is "added" and that your login / owner address is the one you are using to sign into the application (owned by your HP Account).
Click Flag to switch to your region
Check your HP Account login (link in first post). Make sure you can log in and that.

Note: Log into your HP Account if / when you need central access to your device information, including the ability to update your personal information.
Restart everything - printer, computer, router that controls the network.

OK so I can log into my hp account on chrome on the same laptop running windows 10, can also log into hp art on my phone huawei p30 Pro on android. The problem seems to be on the windows 10 hp smart app. I've uninstalled my printer 3 times same with the windows 10 hp smart app still can't log into hp smart on laptop, and to use it to do most functions on the laptop involves using hp smart, so I'm limited the printer is a hp envy photo 6234 purchased last November has a full warranty and 3 months free instant ink left

Your version is ahead of what I had.
Considering the recent debacle, another new version is likely good (at least not bad).
At this writing, Version is 122.3.838.0
I will take another look.
If I have anything to offer, I'll post back.
What else?
Uninstalling might not be "enough" if the data is not clearing.
Suggest you remove / reinstall HP Smart
Next
Open HP Smart (do not try to open print / scan)
Click on Printer Settings
Left Column > scroll down > Forget This Printer
Left-Arrow back to the Main Menu
Quit / Close HP Smart
Restart the computer and log in
Open HP Smart
See if you can sign-in using your HP Account
If that works, add your printer

Suggest that you contact HP Support. Links / information are included later in this message.
The issue is likely not hardware (certain hardware failures are covered in the standard Warranty) - that said, you also have an Instant Ink subscription. This doesn't like change what HP Smart is doing - but you might have a door "in" for speaking with an agent.
What else?
As a temporary means of continuing your work, consider using different scan / print software.
You mentioned printing in your first post.
Some alternatives:
For Word, of course, print directly from Word.
For PDF (or exported Word>PDF) files, use Adobe Reader DC /Optional Foxit Reader
There are a number of "scan" options - I will post if you need / request these.

hello
i have downloaded every bit of software needed, even if its on my laptop already,
all drivers, even uninstalled hp smart off laptop twice today and installed it back on again,
still wont let me sign into hp smart from the app on windows 10,
it will sign me in from chrome browser on win 10 and android phone app,
