Let's try disabling the UAC(User Account Control) settings.

  • Press the Windows button and search for "Change User Account Control Settings"
  • Try disabling it.

                 

  • Try to print again
  • Also, try disabling any antivirus software/firewall temporarily before you print.
  • If you still face the same issue, proceed to the next step.

 

Providing permissions

 

Press and hold the windows+R key combo

Type "spool" and hit Ok.

  • Open the PRINTERS folder
  • Delete everything from the PRINTERS folder
  • Go back to the spool folder
  • Right click on the PRINTERS folder > Properties > Security
  • Select Group or USername
  • Select each Username or group
  • Click on Edit
  • Provide full control to all Usernames or groups
  • Apply and OK
  • Go to control panel > devices and printers > right click on the printer > select printer properties
  • Go to Security 
  • Provide full control to all User names or Groups
  • Apply and OK

Try creating another Local User Account on your PC and then try to print.

Refer to this KB article from Microsoft and create a Local account on your Windows.

Try to print again from the Office XP and Photoshop applications.

 

Let me know what happens.

I added an new account and everything printed.. I shut down for the night and when I powererd on this morning under the new account and tried to print I got the same old mess again of not printing..I don't understand why printing stopped.  No new updates were installed. I am baffled.
