I wanted to know if you could tell me how to create a username and password for users who print from their desktop or laptop... so that when they send any print, they can go to the printer and enter their password and they can print what they sent.
I have a HP OfficeJet Pro 7740 Wide Format All-in-One

I think you are looking for something called secure print. Unfortunately I don't think HP supports it. I looked at the user manual for your printer and did not see secure print listed
There is a workaround to do this. Instead of printing to the printer you select a PDF file to print to. Copy the PDF file to a USB flash drive then take the drive to the printer and print it from there by putting it into the USB slot.
Possibly it can be done at least according to google and the AI robot that looked it up for me

I might also suggest that you prevent windows from managing your printers. If you try to print a word document and the last printer you used was that PDF file, windows will send the job to the PDF file instead of the default printer if you are not careful
