Thank you for posting your query, I will be glad to help you. 
The message "Setup incomplete because of a metered connection" usually appears when trying to install an HP LaserJet P1102 printer while connected to a metered network. Windows restricts background data usage on metered connections, which can interfere with driver and software installation.

Solutions:

Disable Metered Connection

  1. Open Settings (Press Win + I).
  2. Go to Network & Internet > Wi-Fi or Ethernet (whichever you're using).
  3. Click on your active network.
  4. Scroll down and turn off "Set as metered connection".

Reinstall HP LaserJet P1102 Driver

Uninstall the current driver:

  • Open Control Panel > Devices and Printers.
  • Right-click on HP LaserJet P1102 and select Remove Device.
  • Go to Device Manager (Win + X > Device Manager).
  • Expand Printers, right-click HP LaserJet P1102, and select Uninstall device.
  • Restart your PC.

Download the latest driver:

  • Go to the official HP Support Website.
  • Search for HP LaserJet P1102 and download the full driver package.
  • Install the driver and follow the on-screen instructions.

Disable Metered Connection for HP Smart or EWS Installation

If using HP Smart:

  1. Open HP Smart.
  2. Click on Settings > Advanced Settings (EWS).
  3. If prompted about a metered connection, click Allow or temporarily switch to a non-metered network.

If setting up EWS (Embedded Web Server):

  1. Connect your printer to Wi-Fi (if using the P1102w model).
  2. Enter the printer's IP address in a web browser.
  3. Configure the settings manually.

Try a Non-Metered Network

If possible, switch to a different Wi-Fi network, Ethernet connection, or temporarily use mobile hotspot (with metered connection disabled).
